From September 4, 2025 to September 7, 2025, at the invitation of the China-Russia Committee for Friendship, Peace and Development (CRCFPD), Yuan Mindao, Vice President of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) and representative of the Chinese Chairing Organization of the Council of Friends, traveled to Vladivostok, Russia for the 15th Plenary Session of the CRCFPD. The session was co-chaired by Li Hongzhong, Member of the Political Bureau of the CPC Central Committee, Vice Chairman of the Standing Committee of the National People's Congress, and Chinese Chair of the CRCFPD, together with Boris Titov, Russian Chair of the CRCFPD. Messages of congratulation from President Xi Jinping and President Vladimir Putin were read at the meeting. More than 80 council chairs and representatives from both sides were present at the meeting.

In his remarks, Vice President Yuan Mindao reviewed a series of activities organized by the CPAFFC in support of the Theme Years, subnational cooperation, and cultural exchanges. He emphasized that, under the guidance of the important consensus reached between the two heads of state, the CPAFFC stands ready to work with the Russian side to gain a deeper understanding of the special significance of China-Russia friendship from both historical and strategic perspectives, to carefully design and implement relevant initiatives, and to further consolidate public support for the growth of bilateral relations.

The Russian side spoke highly of the substantial progress in China-Russia relations achieved through the frequent interactions between the two heads of state, fully recognized the important role of people-to-people exchanges and subnational cooperation in advancing bilateral ties, and expressed their readiness to work together to further strengthen exchanges and cooperation across various fields, thereby injecting new impetus into the continued development of the China-Russia comprehensive strategic partnership of coordination for a new era.

Prior to the plenary session, Vice President Yuan Mindao held separate meetings and exchanged views on deepening cooperation and exchanges with Academician Victor Larin, Vice President of the Russia-China Friendship Association and Chair of its Primorsky Krai Branch, Victor Ivanov, Russian Chair of the CRCFPD's Council of Friends, and Gromyko, Russian Chair of the CRCFPD's Council on Science and Innovation.
