On August 26, 2025, the 4th Northeast Asia Regional Cooperation Roundtable was successfully convened in Changchun, Jilin Province. Liu Kai, Vice Governor of Jilin Province; Lu Xiangdong, Vice President of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC); Lim Byung-jin, Secretary-General of the Association of Northeast Asia Regional Governments, representatives of relevant international organizations, delegates from Chinese provinces and cities, as well as heads of subnational governments and diplomatic envoys from the Democratic People's Republic of Korea (DPRK), Japan, the Republic of Korea (ROK), Mongolia and Russia—more than 160 participants in total—attended this roundtable. Centered on the theme "Promoting Quality Exchanges and Cooperation, Pioneering a Beautiful Future for Northeast Asia," participants engaged in in-depth discussions on broadening and deepening practical cooperation at the subnational level and exploring new areas of collaboration, reaching broad consensus.
In his remarks, Vice Governor Liu Kai noted that since the launch of the Northeast Asia Regional Cooperation Roundtable mechanism six years ago, and with the concerted efforts of all parties, it has achieved fruitful results and injected strong momentum into regional development. At present, a new wave of scientific and technological revolution and industrial transformation is surging, regional economic integration is deepening, and the highly complementary resource endowments, industrial structures, and market potential of countries in the region are creating vast opportunities for cultivating new drivers of cooperation. He emphasized that, guided by President Xi Jinping's vision of neighborhood diplomacy featuring amity, sincerity, mutual benefit and inclusiveness, China is ready to work toward building a community with a shared future in the region. This includes jointly building efficient and multidimensional connectivity corridors, fostering innovation-driven and coordinated industrial growth, advancing the creation of a green, low-carbon ecological homeland, strengthening cultural exchanges to bring peoples closer together, and creating an open and inclusive environment for cooperation. These efforts will accelerate Northeast Asia's subnational cooperation toward higher quality, greater sustainability, and stronger resilience.
Vice President Lu Xiangdong stressed that the countries of Northeast Asia are geographically connected and culturally linked, with complementary strengths in economic development. In recent years, thanks to the joint efforts, regional cooperation has steadily deepened, economic and trade ties grown closer, and cultural exchanges flourished, injecting strong impetus into regional peace, stability, and prosperity. He expressed the hope that regional countries work together to safeguard peace and stability, promote development and prosperity, foster more regularized and multi-layered networks of subnational cooperation, and elevate Northeast Asia's subnational collaboration to a new level. He also called for dialogue and exchanges across more fields and at deeper levels, in order to cultivate more positive and friendly mutual understanding and strengthen the public foundation for regional cooperation. Stressing that the destinies of Northeast Asian countries are closely intertwined and that subnational cooperation holds tremendous potential, the CPAFFC stands ready to take this roundtable as an opportunity to work hand in hand with all parties, build consensus, translate the shared vision of cooperation into concrete action, and jointly open a new chapter in subnational cooperation in Northeast Asia, contributing greater wisdom and strength to the wellbeing of regional peoples and to global peace and development.
Representatives of subnational governments from participating countries shared updates on their recent initiatives in promoting subnational cooperation in Northeast Asia. They expressed their readiness to take this roundtable as a new starting point, uphold the principles of openness, inclusiveness, and mutual benefit, and work together to serve as practitioners of open cooperation, partners in innovative development, guardians of harmonious coexistence, and promoters of cultural exchange. They also pledged to jointly write a new chapter of high-quality subnational cooperation in Northeast Asia and to work together to create a brighter future for the region, one that is more peaceful, stable, and prosperous.
